WebAFAIK, photos of external users are not displayed unless a photo for that user is within your directory. I don't believe any service (currently) looks up photos outside your directory. You could leverage the Set-AzureADUserThumbnailPhoto powershell command to add a photo to any Azure AD user object (Member or Guest).
