This is an ongoing event in-game from August 4-August 25. You also get some buffs for holding a feast at your settlement. WebMorale Boost IS the feast buff with all of your buffs incorporated in that one icon. That's the best explanation I've seen of this, thanks. I wish the game used the same term then in the settlement item description, like "boosts moral" instead of "improves feast buff". My guess is that the morale boost is why you get the feast buffs.
