Because it's not bugged at all. It was absolutely intended for players to find these bodies shortly after Sanctuary, which is why their loot also never changes.

WebDismemberment is possible on death in the base game, but not live with the exception of ghouls. Non-ghoul enemies are crippled instead, if the limb is destroyed without killing the target. I used a mod called Dismemberment Overhaul which uses applies ghoul rules to everything, allowing dismemberment for live targets.

That should fix your problem.
